level based matchmaking seems like the most obvious solution. Hell, if you start late into a wipe and there's no sub level 10's to play with then put in AI PMC's - if you're struggling and dying 10 raids in a row put the timmies in bot matches - every other game does this these days. Then you wouldn't have new players quitting in like 5 hours.
