Cultists can't spawn while a boss is occupying their spawn location. So you have to kill Goons/Rashala first and they spawn later in the raid

Not sure if you saw my earlier msg, but cultists can't spawn while a boss is present. So you'll always have to at minimum kill Goons and/or Rashala before you have a chance for Cultist spawns on Customs.
